65 Mustang Clutch Pedal....HELP

I did not say the spring was too short.

That big spring hooked to the clutch pedal under the dash helps hold the clutch pedal down when you push it to the floor. Of course it is going to stay down when push it to the floor without the clutch hooked up.

As you push the clutch pedal down (without the clutch hooked up) the spring will hold it to the floor.
