460 Oil pressure issue...

I have a 460 and had little to no oil pressure in a new build. I've pulled the engine and removed the intake. There is a cast 2 inch pedastool with two threaded holes that are not plugged in the center of the lifter valley in between the number 4 and 8 cylinders, these holes in the pedastool are on the same angle as the number 4 and 8 cylinders. Don't know a whole lot about the oil system of the ford engine. When I had the oil pump running on a drill I saw alot of swirling at the back of the engine through the pushrod holes but none up near the front of the engine. My question is might this be the cause of my oil pressure issue? Should the holes be plugged? What the heck are they for?
