not starting when hot

302 2v, newly rebuilt, reman. carb, new points, starter, alternator, voltage regulator, plug wires, inline fuel filter.

The problem i'm having is that it starts fine, runs fine. When it gets up to operating temp for a while and turn engine off, won't start up for a while. The engine appears to be fludding maybe.
the heat choke is not connected at this point, i have it open so it dosn't run high rpm.

Any idea of what the problem may be. could it be the choke?
