To find valves that are bent or not sealing, roll the head up and pour gasoline down the ports. If the valve isn't sealing, it will leak.

Typical vacuum testers don't work very well, as they hook to an air source that provides a CONSTANT source of air. The valves can leak pretty bad and still pass a "vacuum" test.
