If you leave the belt off, then the pump doesnt spin, so there is no need to do anything to the hoses coming off the pump.

When you remove the air pump you remove the air that is needed to burn the fuel in your cats. After awhile you'll clog the cats, if you’re still using them. The pump puts air into the exhaust so the cat will work, without the extra air the cats clog.

Leave the pump on if you are still running the cats.

I was looking for a short belt to bypass the smog pump on my 1990 GT. The pump bearing had gone bad and a new pump was over $300 from Ford. I found that Track Auto sells rebuilt Ford smog pumps for $40.

I am not sure if this is why you are trying to bypass the pump, but here is an option if it has gone bad.
