Oil in The Radiator

I just started pulling the cam out of my car. When i pulled the radiator i took the cap off to find that the water was low. When i drained it there was oil in the radiator. Im not sure if there was water in the oil or not because i pulled the intake off so water got in the oil from that. Do you think that the head gaskets are blown or that I have a cracked block/head???

I have seen this on a 2.3 liter four and the head gasket was blown in only one particular
