no lights

I got a 84 T-bird and i cant get the head lights and the break lights to work. I put new lights all around the car and it still dont work. What could be the problem?

The head lights are NOT on a fuse.I would look at the battery and see if the small wire from the ground side of the batter is hooked to the body. I think there should be a wire from the pos side to the fuse block and a wire from the neg. side to the the body. I beleve this ground all the lightting systems.
