Does it do this with the fan
on? If so, airflow should not be the problem.
An engine builds more heat when it is producing more power. It produces more heat running down the road at 70mph than in traffic. The extra airflow from the speed usually takes care of this, but not always.
My car use to overheat on the highway when it had the stock 2-core radiator. Replacing it with a larger one (with no other changes) brought the temps right into line.
The stock 2-core radiators were borderline with the factory engines. If your car still has the stock rad, replace it with a larger one.

The other thing on my mind is... Are you sure the fan is blowing the right way? If you hook up the wires backwards, the fan will push air out the front.... and it will cool just fine when sitting, but when moving, the fan will FIGHT the natural airflow, and the car will overheat. (Don't ask me how I know this) It's a long, entertaining story involving beer, nitrous, a harmonic balancer that slung it's inertia ring and broke the water pump, and a buddy who volunteered to change it while I was at work.
