thats a tough one. I can't really think of any easy way to do it.

Anyone that is friends with a machinist can ask them to do this with a "rotary index machine". It is normally used to index gears when cutting the teeth but will also work for this. Not as simple as your jig {great idea by the way} but is extremely accurate.
