A governor works under centrifugal force.
The more centrifugal force, the later a shift will occur.
There are two weights if a C4 governor. Don't worry about the small one.
The more mass will take less centrifugal force to throw the weights outward.
The mass can be reduced by drilling the large weight to reduce the overall weight. Drill either or both ends.
There is no magic formula for the amount of metal to remove but the more removed the higher the shift points will be. Just don't get carried away.
