no 1-2 or 2-3 shifts after rebuild

HI there, could use some help a tranny problem that I have,
1-I've just rebuilt my 1975 C4 Pan Fill transmission (new seals, clutch packs, steels and vacuum modulator) and it won't up shift from 1st. (In "P" is fine, "N" is fine, "R" is fine, "D" won't shift up from first, "1" is fine, and "2" is first gear only.)
2-Is there a way to preset the vac. mod. before putting it in, or do they come preset?
3-Like a dipstick I've lost the dipstick (don't ask how but it was dumb) But how far up the fill tube would be in the right range for the fluid level, going from the bottom of the case where the pan and case meet ?

Hmmm could be air yet in system.
Fluid i think should just reach the "o" ring on the tube going into a case fill tranny.
If you can pull tube out and see if fluid spills out. if not add till it does. then you should have enough.
No expert but. Wonder if your govenor maybe not working also.

Checked gov. its fine, checked vac mod its fine, fluid level's fine and kickdown not stuck down, bands adjusted right. Will drop tranny again and check clutch pack seals have new set.[img]/phpBB/images/smiles/icon_bicker.gif[/img]

Don't just pull it all apart just yet..Do some more diagnosois..
Ok reverse is fine so you know the rear servo + direct clutch is ok.
1st works so the forward clutch is ok.
The only thing left is the intermediate band.Even if thats not working the trans will skip 2nd and go to 3rd.
Your best bet would be drop the valvebody + air test each component though each will be ok from my above comments on what does work.
Since the governor is ok i would be looking for a valvebody problem,maybe shift valves or check the actual modulator valve in the case is free..Even a new modulator should work ok as is ,the adjustment is more to fine tune.
I assume you do have good manifold vacuum at the modulator hose...

I did drop it and replaced every there is and checked the VB and found some valves that were sticking and one spring that didn't seat right. Cleaned the valves that were sticking wiht very fine sandpaper and carb cleaner. Reinstalled tranny only to find a low control pressure.(see other post)
