Where the left and right air vent ducts attach to under the dash are rusted out and is beyond repair without having to replace the entire metal dash. Is there any other way to fix this without cutting out the spot welds and replacing the whole thing?

Not really is there a way to repair without taking the cowl apart. You can 'tar' or fiberglass from the bottom, but it will only be temporary and will leak again in a few onths or few years when the cowl rusts more.

You have two choices, take the cowl area apart and fix it right or get another car to fix up.
