From sitting way over here, I would suggest the starter solenoid first then maybe the starter. I could be wrong because I am sitting way over here and trying to decipher the information provided.

Nope its neither. Ive had the solenoid tested and Ive hot jumped the starter. Both work fine. Thanks for the input though.

I know this is way too simple... but is there any chance the wires got mixed up? There normally are 2 wires that come off of the harness at the same place... water temp and coil. The water temp wire is normally a pulse wire. The coil should be constant 12 volt - switched on by ignition. I know on my '65 falcon, the harness has 3 wires with the longest going to the oil pressure sending unit. Hope this helps. And I agree with Scott... check your ground.

That is a good point since the dash voltage regulator pulsed the voltage to the gauges. Pops 296 is his IQ so you better listen.
