Fuel gauge sending unit

63 Falcon
stock gauge and wiring
JC Whitney 16 gallon tank and sending unit
approx. 15 gallons of gas

I've been troubleshooting my fuel gauge today and determined that the voltage regulator and gauge are operating properly, but I'm not certain as to how to test the sending unit. With the wire on the sending unit unplugged and ignition on, I have no voltage in the wire, and 59ohms resistance between the pin on the sending unit and the body of the car. When I checked the resistance at the other end of the wire, on the gauge, I couldn't get a good reading on any setting of my meter. I'm assuming I probably have a wiring problem, and need to replace it, but would like some input before I do.

What problem do you have with your fuel gauge that you are trying to fix?

When I turn on the key, it will only move up to empty.

Pop the dash panel out run one from the sender and a new gound just out side ramdomly and see if it works that way. If it does great then you know whats wrong. Or take a piece of wire stuff it in the end at the tank(make it long enough to get back to the VOM) then touch the other end of it with the other lead on ohm's to see if wire is good.
