I'm not sure but I'd bet that your inner fenders are pretty narrow (like my '65) so there isn't room for much tire. Changing wheel offsets won't help and that won't fix your gear ratio problem either.
I had the same problem and ended up doing a mini-tub and rearend narrowing to get larger tires under my car. It was a huge snowball project that went much further than we thought. Moving the inner fenders in 4" meant notching the frame, relocating the spring mounts, moving the fuel tank an inch (they aren't set dead center in the car), building a rear sub-frame and fabricating a front cross member support for the spring mounts. Lots more work than planned but unless you're happy with skinny rear tires your options are limited.
I'm now running 295/50-15's on 15x10 wheels and it looks really cool. Previously the largest tire I could fit was a 225/60-15 and they rubbed.
Are you using an 8-inch or 9-inch rearend now? Changing gears in either isn't a problem and several ratios are available for both.
