non stable idle?

Well after a few test n tunes i cant get my idle to be consistent. the carb is a 600 cfm edlebrock with electrick choke. its on a 390. I warmed it up and set the final idle speed while warm and adjusted the idle screws. Now i set the choke fast idle screw and i get a varied response. Heres what happens now, car is garaged its prabably 35-40 in the garage.
get in car, pump gas once, car fires up no prob, kinda wants to die for a sec then climbs up to 1600, too much so i tap gas, it tries to go down to 900, (which is about what it should be hot) whoa! too low, give it some gas, let off, goes to about 1200 which is about where iwant it. the thing is, it does this sometimes and others it starts up and goes right to about 1200 no probs. It does the same thing when hot too, i stop at a light and i have to feather the gas so it will stay alive i drive off and then at the next stop light it goes up to 1300 or so and its like whoa?!? then at the next one it goes to 900 and sits there, no jumping or anything.

Its a 390(30over), RPM intake, lightly ported stock heads, FPA tri Y, 4 speed top loader. Brand new edelbrock #1406, with electrick choke.
Any ideas? thanks all

I had a similar problem with a Holley carb elect choke, do you have the choke hooked up to a solid 12v power supply?
