You can get it off, but it's a major pain, and you won't be able to refinish metal in the car without making a real mess. When you remove the pad on a 64, you will find 7 oblong holes running along where the bottom (part nearest controls, glove box, etc.) of the pad was. The pad has clips that hook into those holes. You'd have to weld these up if you don't want to see them, or use panel adhesive and glue some backing plates on the holes, and fill in with body filler, prime and paint. If you don't care how it looks, have at it. Just remove the trim between the pad and windshield before you start, and pull the speedo pod out.
Taking out the dash is not that bad, except for the vent controls, and other knobs. It takes a little patience to figure them out if you haven't done it before. The screws up next to the windshield are the only things that might be a bit of a challenge with the windshield in the car, but they are do-able. There are two L-brackets, one on either side of the dash near the doors that have to be removed (couple of bolts). Remove the screws from the base of the steering column/firewall and the bolts from the V-bracket securing the column to the dash and you're nearly out. The column will flop down and you can pull out the dash and give it the royal treatment it you want. Have fun!
