well been working t this most week.. Maybe its due to the short times i work on it i may be missing something.. Ok my car has the 3 speed cruise o matic, the shifter has at the very far righ a L then green dot, then just a dot. I notice that in the green dot it starts in 1st and in the white dot it seems to start in 2nd. i tried to drive it in the green dot and it takes a while to shift to 2nd. I did check the modulator and it does have a little screw for adjustment where the vacuum hose goes but where should it be? the screw is almost all the way out. well i will play with this a little more today or i may just throw in a new modulator to see if indeed it is defective, it doesnt leak any tranny fluid to the vacuum hose but it may still be bad. I will also pull out the governor later today , just that it seems as if i have to remove the cross member for the tranny to get to the cover.

I'd just put a new one on there and go from there. But if you want, adjust and drive and adjust according to how it shifted and see which way you need to go with it. Might be the culprit.

You can use a swivel and a small ratchet and extension to get to those bolts by the cross member. Little tricky and takes a bit more time but it is doable.

well i replaced the modulator, removed the governor, and cleaned it but there is something strange we cannot id the governor and cannot find if it takes a spring or not. I know this is where y funny shifting is coming from but cannot find any info...check my post of pictures of a governor... the pics are there....

the governor is easy to remove have removed it several times...

Can you describe the push rod in the modulator and how does it attach?

i will pull it out tomorrow as i already removed the valve body and unstuck all the valves but it seems my governor is acting up still will pull out the modulator and governor in the morning and post pics...
