Convertible header rust tips?

I decided I didn't like the pad that I ordered for my convertible top so I decided to take the old pad off and see if I can make my own. To do that I had to take the top off the front corner to unstaple the pad. The header where the seal from the side screws down with 2 screws is rusted through. I can get by maybe with just the one screw and extra glue after using some por15 I think. But am wondering if when I get to the driver side to take that off if it is worse (that was the side that drown me all the time)what should be done. Find someone that can weld a piece of sheet metal there for me, rivet it on if I can find a welder or? There is some bad rust on the whole corner but poking like an ice pick on it with a screw driver it seems to be pretty solid still so can probably por15 it also.
Oh and it's the second screw where it is rusted, the screw on the very end is ok other than now it's missing it's head. [img]/phpBB/images/smiles/icon_smile.gif[/img]
