I believe the 390, 406 and 427 all used the same rod. At least the lengths are the same.

Its not so much the ports, its the cam. If the cam (plus intake, timing, fuel delivery, you know this already) is designed to operate at the higher rpm range then the engine will follow. 4-banger hondas don't have large ports and they can sit at 7 or 8k if need be. Obviously the larger the port the easier it should be since the pistons will be 'inhaling' for a shorter and shorter period. Either way, IMHO, it all starts with the cam, and where the power band comes in. I know the victor intake is designed for the high RPM range......

Thats been my problem all along, it was always the valve covers. Time to get off the glue I suppose Mine are all rusty thats why it wouldnt start. There was even a hole in one of'em!! The truth always floats to the top. Glad I'm gonna make me come carbon-kevlar covers then. Its gonna be hella sweeeeeet (per Cartman)

Maybe so. Here's a site that can help answer your question FE:

http://www.hotrod.com/techarticles/pit/index14.html

Just pulled this off of the FordFE site. It discusses the rod ratio question, something you're currently dealing with.

Enjoy
