It is running has a flathead in it. A lot of body work had been done to it. Still has the original wood cross bracing in the cab. He gave it to my dad, dad is 79 and said he is not able to do the work to it anymore. It got passed to me the same day..

I'm sorry to hear about your dad's friend, Happy. But I'm sure his A Bone will have a good home with you.
I can't tell you where the body tag is, but I know a bit about identifing the various years of Model As if they're stock. First, the '28-'29s were pretty much the same, bodywise. The '30 and '31s were somewhat different but resembled each other too. To identify which vintage it is on the fly, look at the windshield posts. If they appear to continue down the cowl to the running boards, it's a '28 or '29. On the '30-'31s, the cowl sides are smooth...the posts end at the bottom of the windshield. The later years have a taller radiator shell, with the '31 having a painted insert at the top front. It's pretty hard to tell the difference between a '28 and '29. The early '29s had red steering wheels but Ford changed to black sometime during the model run.
