Insurance on Item
This poor seller is in posession of a BLUE piece of paper that the Post office gave him with numbers very similar to these, " VF 825 871 084 US " Those are the Insurance paperwork #'s the post office gave him. Ask him for that piece of paper.
He is responsible to file any claims as the sending person.
File a claim with e-bay at the same time that you ask him for this info, tell e-bay he has not sent you the item you bought. (because technically he did not send it to you)
You have an insured package you paid extra for that never arrived.
Also, with the offer of Insurance on an item purchased the seller automatically assumes that ANY "buy at your own risk" excuses he may have listed in his auction become null and void, for how can you insure something and take payment for that insurance if you are not guaranteeing the delivery of that item?
First, tell e-bay you never received the item, don't even tell them you got the envelope, because the envelope is NOT the subject of the auction (especially since you were charged for insurance), only the item matters here.
They "should" contact him and warn him to send you the item, he will tell them he did. They "should" tell him proove it, he will say it was insured and they "should" tell him to own up and either issue a refund or send you another, as promised the first time.
It's worth a try.
Then leave the ******* a big fat Negative for being a liar and a cheat!
