Ive heard a few and they do a pretty good job os sealing, although ive never heard them on a car that is quiet (that is all of the cars ive seen have ad big blocks and loud mufflers anyway).

In some states with state inspection you'll have a problem getting them through inspection.

In the past I was a Pennsylvania state inspector and the guides then stated, no exhaust cut outs and no exhaust modification.
