Gross Poluter Please Help! NO is high as hell

I have a japanese engine that I recently swapped in it is 4 years newer than the car itself. 1990 T4R AND 1994 MOTOR AND TRANNY. I have had alot of troubles with this car but I have always been able to fix them. This problem is not my area of expertise. I have posted elsewhere because I am not getting much help here. Maybe you guys can help me out a bit. Here is the link to most of the existing info.

Post # 24 has the smog results.
So we perform the test the results are as follows: There were 2 tests performed.
TEST 1 TIME 1:01 PM
The HC(ppm) failed
M1 15MPH: Max 118 GP 305 MEAS 121
M2 25MPH: Max 98 GP 255 MEAS 45
The CO(%) passed
M1 15MPH: Max 0.68 GP 1.98 MEAS 0.10
M2 25MPH: Max 0.87 GP 2.17 MEAS 0.02
The NO(ppm) failed
M1 15MPH: Max 999 GP 1776 MEAS 1847
M2 25MPH: Max 859 GP 1576 MEAS 1521
RESULT GP FAIL
TEST 2 TIME 4:40
HC(ppm) Fail
M1: 15 MPH MEAS 124
M2: 25 MPH MEAS 53
CO(%) Pass
M1: 15 MPH MEAS 0.12
M2: 25 MPH MEAS 0.01
NO(ppm) Fail
M1: 15 MPH MEAS 1716
M2: 25 MPH MEAS 1536
RESULT FAIL FAIL

Perhaps this results table will help guide you in the direction you need to tune for each tested gas. Rule of thumb for most engines without catalytic converters is slightly rich and timing quite retarded.

Seems to be running way too rich....

How the hell do you change that in a japanese injected motor? I don't know, me no do smog...

Set the timing where the factory wanted it, then reset the idle.

Looks to me like you have too much initial, also, a quick advance curve fail on dyno emission tests.

Retarded timing is your friend on the sniffer

Here's the trick I used to get my "gross poluter" (1978 Mercury) to pass every time.
Go to your local hardware store and buy a gallon of denatured alcohol. Run your car until it is almost out of gas. Just before you take it to the sniffer test, pour in the denatured alcohol. The alky lowers the fuel's stoich A/F ratio which does the same thing as leaning out the engine.
Go fill up your tank to the brim with regular gas as soon as you're done and drive it a bit to get some of the unadulterated gas all the way through the fuel system and you won't have to worry about rotting out rubber bits.
This way you can get your car inspected and go about fixing whatever the problem is at your own pace!

Wait a minute... WHen was the last tiem you changed the Timing Belt?

If you are off by one tooth you can raise the emisions drastically...
