4.6 hard starting.

My 97 4.6 is getting harder and harder to get started. I always let the fuel pump cycle off before cranking and then crank it. It seems like there is a relay or something that isn't letting the fuel come on or something like that. After it starts it runs real good with plenty of power. When it first starts it sometimes runs like it has a carburetor that was flooded for a second or two then it smooths out. The sparkplugs are new and the injectors were cleaned not that long ago. Even after the car is warmed up it takes 2 times cranking to get it started. Any ideas
