thats sounds about right for the price considering the condition. a lot is still unknown so check the usual rust spots (lower doors, lower fenders, lower quarters, and look under the car to see how the floor pans and frame rails look.)
in my opinion, when your buying an older car your main concern should be how well the body is (exceptions are shelbys and k codes). engines, trannys, rear ends, etc etc can all be replaced/rebuilt.
also, don't forget to go over the title. as you described, it sounds like a non-op. if so, make sure there are no hidden fees.
