A lot depends on what your long term goals are as well as your budget. If your thinking of a supercharger or turbo in the future than you will want lower compression and better breathing heads but will suffer slightly until you add either one on.

For instance on my son's Mustang we will be installing a turbo kit this winter. It will be a Dart block stroked to a 331 with an E303 cam, Edelbrock Victor heads, RPM Performer II intake, etc. The heads would normally be too large but given the turbo we need it. I guess what I am trying to say is think long term and plan accordingly unless you have lots of cash and can constantly change you engine.
