I have seen cars before with a size larger diameter wheels on the back than the front. It looks aggresive and kind of gives the illusion of having a rake even when the car is sitting level.
Since the 15x7 wheel is 1 inch narrower with a 3.75 backspace, it is 1/4" less on the inside of the wheel and 3/4" less on the outside. Therefore you would gain more clearance on both the inner and outer edges but gaining a little more on the outer edge. That may do the trick if that is where they are rubbing. You can always get tires with the height you need. Mine have 225-60-15 Bridgestone Potenzas on them. They are right at 26" inches tall.
