No start condition

I have a 98 Ford Ranger, 4.0 liter engine that will not start. The fuel pump is not getting energized. I have checked the inertia switch and it is not routing the current like it should. I think there is an opening between the mini 20 amp fuse and the fuel pump relay because of continuity problems. I have checked many things and no breakthroughs yet. It also has a new fuel pump which I am not really sure it needed. Any suggestions would be helpful.
