99 Explorer--no heat/ac blower

Probably a no-brainer here, but just want to double-check before I buy a new blower motor.

No fan whatsoever on the front unit...rear works normally. Disonnected the leads, and a voltmeter connected to blower leads show ~11.5 V when the system is on, and 0 when the system is off. Bad blower motor, right?

Also, I would have expected the voltage to vary when I adjusted the fan speed...but it stayed more or less constant. What's up with that?

Motor and you may need a resistor, both are common problems.

Where is the resistor? And how do I test it? Would I still have 12V to the motor with a bad resistor?
